Labelled “the implementation COP”, COP 27 in Egypt delivered an agreement on funding for “loss and damage” in vulnerable nations, and improved frameworks for carbon management. However, it arguably failed to keep alive the goal of reducing global warming to below 1.5C from pre-industrial times, as wording was watered down around the phasing down of coal and phasing out of fossil fuels.

To what extent did concerns over economic disruption dampen the need to accelerate global action? Did COP27 strike an effective balance between mitigation and adaptation priorities? What can be done to disincentivise countries from going to future COPs with unimproved nationally determined contributions (NDCs)? Is the COP process outdated and in need of complete overhaul?
